Nope. The wii u is at least 2x the power of the vita (not entirely sure on the exacts). The Wii cannot "emulate" GameCube. It runs GameCube natively. Just like the vita runs psp natively. We'll be beyond lucky if a dreamcast Emulator comes out. As of right now, I'm hoping to see a possible n64 emulator to come out.

Probably the Retroid Pocket 3+ is the closest in size to a PS Vita while also being reasonably powerful for its price. Bonus points for having a d-pad that somewhat resembles the one on the Sony device. Another option is the RG505 it is a bit larger and the buttons are completely different, but it does use the same screen as the original PS Vita.
Considering the fact that console-power over generations tend to be more of an exponential graph rather then anything linear (i'd probably want a logarithmic scale on any graph), i'd say the Vita is closer to the PS3 then the PS2, even if it cant match it. Its less powerfull than last generation smartphones.
